WORKSHOP FOR SELECTED LOCAL SELF-GOVERNMENTS WITHIN ACTIVITY 2.5

The first workshop in the framework of activity 2.5 Support to Competent Authorities in the preparation of the draft of the integrated permit for selected operators, was held on 6th April 2016 at the Faculty of Technology and Metallurgy, University of Belgrade. The workshop was attended by the representatives of selected local self-governments as the competent authorities for issuing integrated permits.

Ms Bojana Vukadinović, Project Manager, presented the objectives of project and activity 2.5 and describe future way of work on the project through direct support to local self-government in whose territory are located operators. In the coming year, representatives of selected local self-governments will have the opportunity to go through a trainings in the form of workshops and to work directly with domestic and foreign experts on the preparation of integrated permits. The expert team will support the Competent Authorities in the preparation of the administrative and technical part of the permit, setting the conditions and possible Emission Limit Values as well as the monitoring requirements.

At the workshop were presented revisions of the Rulebook on the contents, presentation and completing the integrated permit, as well as Manual for application for integrated permit, which contains: instructions for application filling in, BAT assessment and development of measures for compliance for the intensive rearing sector, documents and plans that need to be enclosed with the application as well as the part that deals with the construction of the lagoon, their setting and closing. Mr. Riccardo Quaggiato, Key Expert on the project, presented the experience in implementation, application and issuing integrated permits in Italy in the sector for the intensive rearing of poultry and pigs.

Representatives of the selected local self-governments presented the status of the application for integrated permit and other documentation, as well as the current problems related to the operation of the farms, changes in ownership, organization and protection of the environment.
